To be able to repeatably record and report emissions annually, the Council has developed an emissions reporting framework. This framework has been designed in accordance with reporting guidance outlined by the Greenhouse Gas Protocol (GHG Protocol). More information on the GHG Protocol can be found here: https://ghgprotocol.org/corporate-standard
The framework outlines the following:
Each inventory covers the following:

The reporting framework is also complimented using a free tool created by a partnership between the Local Government Association (LGA) and Local Partnerships. This tool allows for standardised reporting of location-based emissions data for local authorities in the UK. More information on the tool can be found here: Local Partnerships GHG Accounting
Collect utility consumption and other emissions-related data for the 2025/26 financial year to calculate the Council's greenhouse gas emissions. This includes gathering energy, fuel, water, waste and other relevant activity data from across Council services to support the annual carbon footprint assessment and emissions reporting. The data will be presented at the Climate Change Annual Report.
Develop an emissions reporting framework based on the Local Government Association (LGA) guidance and the Greenhouse Gas (GHG) Protocol to standardise how the Council measures, calculates and reports its greenhouse gas emissions. The framework will establish a consistent approach to emissions reporting, improve transparency, and support accurate year-on-year monitoring of the Council's carbon footprint.
